Radical 口 + 畏 (to fear, phonetic). An interjection to get attention, especially on the phone.
It's the standard way to answer the phone in China, like 'hello?'. In person, to get someone's attention people also say 喂, a bit bluntly, though a more polite greeting is always preferred.
