Mouth (口) + 曷 (phonetic). It's the specific verb for drinking liquids. Water, tea, coffee — all are 'drunk' with 喝.
In toasts people say '干杯' (gān bēi), 'bottoms up', and clink glasses. Chinese toasts often involve strong liquor (baijiu), and not drinking at least a little is considered rude.
