漂 (to float) + 亮 (bright). Something that floats and shines is pretty, eye-catching — like a reflection on water.
A common compliment for people, scenery or objects. For men you can also use 帅 (shuài, handsome). '你很漂亮' is a direct compliment, but Chinese culture often plays it down: '哪哪，一般般' ('oh no, just so-so').
