哪 + 儿 (retroflex suffix). It's the colloquial northern Chinese way to ask 'where'.
The final -r is typical of the Beijing dialect. Learners of standard Chinese can use 哪儿 or 哪里 interchangeably. Textbooks usually teach 哪里, but on the streets of Beijing you'll hear 哪儿.
